I think this Cadi was corrupt or a freind of the husband, otherwise the system works. The only other reason why there was a delay was to ensure that the woman was NOT pregnant ( to protect the kid) and that waiting period  is usually 3 months.

The woman had another choice - go to a local Imam in here area or even outside her area and based on the man's no show up if he summons him , then the woman gets a divorse as requested.

You see as i told sister Ndey, the problem lies in the lack of knowledge of their rights ( by our sisters) They can demand and exercise the written laws of the man's responsibilities like child support and alimony.  yes indeed . Even if he becomes a dead beat dad ( lord knows we have many here too ) the sister still has some leverage to use and witnesses too
