  I agree that the psychological effects of that failure could translate 
into voter migration into the "winning camp" and even apathy reinforced by 
the election day downpour. (It rained heavily I understand). But as I just 
answered to Sanusi, the sheer increase in registered voters for this 
election indicates a more substantial drop in votes cast. If the IEC 
published the number of registered voters, I would still strongly doubt that 
the drop can be explained by migration and apathy alone.
