Could someone shed light on this? (Some) African presidents consider money received from donors as "gift" or "present" belong to them and not their nations. Assuming that China presents a gift of $500,000. to Abdoulaye Wade, has he the right to put that money in his private account as his personal gift? I already know several presidents have considered such "gifts" as personal instead of putting them in the government coffers or declaring them. How else could they account for their "extreme riches" in the short period they govern. I refuse to call the pot black!!! Anything in the constitution concerning this???
