Mali: OMVS Felou Regional Hydropower Project
The development site is located on the Senegal River in Mali, 200 km downstream from the Manantali hydroelectric facility and 15 km upstream from the city of Kayes, Kayes Region. The site currently consists of a small-sized concrete wall (maximum 2 m high) spanning the width of the river (approximately 1000 m), a canal approximately 10 meters wide along the river’s left bank, as well as a 600 kW hydroelectric station situated directly downstream from the rapids containing a Francis-type turbine.
The Project uses well established hydro power generation technology for electricity generation and transmission. The Project is a run-of-river hydropower facility equipped with 3 Bulb-type turbines for a total installed capacity of 62.3 MW. In principle, the Senegal River experiences seasonal differences in flow; however, the project is located downstream of a large hydroelectricity station with a dam, the Manantali power station, which regulates the flow of the river. For this reason, during the wet season the volume and duration of floods are reduced, and in the dry season, minimum flow is orders of magnitude higher than without regulation by the dam. Thus, the run-of-river hydropower facility will take advantage of a predictable water flow yearround. The Project consists of the following main arts: the lead-in section, the power house and the tailrace.
The purpose of this project is to generate zero emissions hydroelectricity from a run-of-river hydroelectric installation on the Senegal River in Mali. The Félou Regional Hydropower Project (“Felou project” or “the project”) will deliver clean energy to the interconnected grid in the sub-region including Mali, Mauritania and Senegal. The project is sponsored by the governments of Mali, Mauritania, and Senegal, acting through the High Commission of the Organisation pour la Mise en Valeur du Fleuve Sénégal (OMVS), a governmental organization, and subsequently through the Société de Gestion de l'Electricité de Manantali (SOGEM). The SOGEM will be in charge of the operational and technical management of the Felou Project and will later select a private entity to operate and maintain the project. Total installed capacity of the project will be 62.3 MW consisting of 3 Bulbe-type turbines, with a predicted gross power generation of 325 GWh per annum. The project development will incorporate the existing weir of an old 600 kW hydroelectric facility, and the turbine and generator associated with the old facility will be removed from service.
Currently, the electricity generated in Mali, Mauritania and Senegal that is sent into the interconnected grid is relatively carbon intensive, with an operating margin emission factor of 0.8057 tCO2/MWh and a build margin emission factor of 0.1999 tCO2/MWh. The project is therefore expected to reduce emissions of greenhouse gases by an estimated 160,908 t CO2e per year during the first crediting period.
