Thanks for sharing.  This regulation is dumb, silly, unnecessary,
unconscionable as well as repugnant.  Yeah! there might be bicycle users
doing crazy things in the traffic but does that justify such ridiculous
regulation.  Afterall, there are no proper bicycle paths for cyclers to
use.  I have never had anywhere in the world where people are charged
licence-fees to own a bicycle.  I hope am wrong.  Yahya and his goons are
always finding ways to extort money from innocent poor Gambians.  Afterall
bicycles are environmentally friendly, cheap to maintain and keeps regular
users fit.  This licence fee is just another burden on the Gambian
taxpayers.  Anyway,  i hope people somehow ignore it and use the strategy or
rather the weapons of weak *(foot dragging, pretending not to understand,
sabotage, etc)* to render this stupid regulation useless.
