Quelque 5,7 millions d'Ivoiriens étaient appelés dimanche à départager le président sortant Laurent Gbagbo et l'ex-Premier ministre Alassane Ouattara. Suite a des « incidents techniques, nous avons demandé, avec la représentante de M. Gbagbo, en accord avec la Commission électorale indépendante ivoirienne (CEI), l'annulation du vote en Ile-de-France », a indiqué Gogoua Gnizako représentant de M. Ouattara. Cette mesure concerne quelque 11 000 votants inscrits dans 28 bureaux en région parisienne sur un total d'environ 13 000 en France, a-t-il dit. Le vote a également été annulé à Marseille (sud), a-t-il ajouté. « Des bulletins et listings ont disparu donc la CEI centrale nous a proposé de faire des photocopies. Nous avons trouvé que ce ne serait pas légal. Finalement nous avons accepté mais la distribution des photocopies des documents dans les bureaux de vote n'a pas été possible car ils ne sont arrivés qu'à 13H00 (12H00 TU) à l'ambassade qui sert de QG », a expliqué M. Gnizako. Considérant que les bureaux de vote devaient fermer à 18H00 (17H00 TU) « la représentante de M. Gbagbo et moi-même avons jugé que l'annulation du vote était nécessaire », a-t-il ajouté estimant cependant que vu le nombre de votants cette annulation n'aurait « pas vraiment d'incidence » sur l'ensemble du scrutin. Des journalistes de l'AFP avaient effectivement constaté que les bureaux de vote dans plusieurs départements étaient restés fermés dimanche tandis que l'ambassade était injoignable. You will recall that the nation of Ivory Coast had been through several years of partitioned governance. On the one part, the government forces maintained order and control over some areas while on the other hand militias maintained control and order. This area was called the CNO - Central, North, and West Ivory Coast. The elections were to be held with these autonomies in place but that the militias would lay down their arms so that the elections will be held under the same conditions of peace, calm, and human rights of voters. This was the agreement of the two contenders and their partisans. It appears however, that this electoral truce was not respected in certain precincts. Supporters were prevented from voting, some were beaten, and others were not properly supervised. Most of these anomalies happened in the areas under militia control, the CNO. Under these conditions, the election in Ivory Coast was thoroughly compromised in these areas. Therefore, it was recommended that the votes of some of these precincts be annuled. My view was that the CNO should have been supervised by either UN or ECOWAS forces while the militias agreed to lay down their arms for the election. This zone should not have been supervised by either government forces or the militia. At this time, I suggest that if the annulment of votes is not mutually acceptable by the contenders, that voting be REDONE in these areas and under a combined UN-AU supervision.
