Élection présidentielle de 2012 : Vers la fusion de neuf partis politiques en vue de créer le Parti Uni pour la République Mali Presidential Elections of 2012: Toward the amalgamation of 9 political parties with a view to create PUR - United Party for the Republic. 05/01/2011 (January 5th, 2011 by Bruno D Segbedji) Comme nous l'annoncions dans l’une de nos récentes parutions, la plate-forme politique en chantier dans la perspective de la présidentielle de 2012 se précise. Il s'agit exactement de 9 formations politiques qui sont en discussions avancées, dit-on, pour constituer, dans un avenir proche "un parti unifié " le Parti Uni pour la République (PUR) devant soutenir un seul candidat " choisi démocratiquement au sein de cette plate-forme " en vue d'aller, avec le maximum de chance, à la conquête du fauteuil présidentiel qu'ATT laissera vaquant dans dix huit petits mois. Le nœud gordien pour ce "parti unifié" sera, à coup sûr, la désignation de son candidat pour le rendez-vous électoral de 2012, tant les ambitions foisonnent de part et d'autre. As we have published in our earlier edition, the prospective alliance for the 2012 presidential election takes shape. It comprises 9 political formations who are at an advanced stage of negotiations, shall we say, to form, in the near future, "a unified party" the PUR to rally behind a single candidate, DEMOCRATICALLY CHOSEN from within its ranks, and prosecute with maximum ad-valorem, the 2012 presidential election when ATT's term expires. This in 18 short months. (more than what Gambia's opposition is looking at). T he Achilles heel of PUR will be the choice of the unified candidate for the 2012 elections given the fankung-fankung ambitions of its constituent party leaders. (Speaking for Hon. Mara, I share that there is no greater ambition in the man than Mali's health and wellbeing). Parti Uni pour la République (PUR). C'est le nom trouvé, après plusieurs propositions, par les premiers responsables de neuf formations politiques dans le but de fusionner et porter à bout de bras un des leurs, pour la compétition électorale décisive d'avril-mai 2012. Ces formations politiques croient sérieusement en leurs chances de réussir le pari de la réunification des forces politiques pour arriver à conquérir le palais de Koulouba. Il s'agit du CNID de Me Mountaga Tall, la CODEM de Housséini Amion Guindo, le MPLUS/RAMATA d'Abdoulaye Amadou Sy, l'UDD de Tiéman Hubert Coulibaly, l'UM-RDA de Bocar Moussa Diarra, l'UPR de Modibo Soumaré, le PARI de Lassana Doumbia, le PSP d'Oumar Hammadoun Dicko, Yelema de Moussa Mara. PUR is the name of this amalgam that will prosecute the April-May 2012 presidential election on the behalf of the 9 constituent formations. With gusto and rare self-confidence, the 9 leaders are assured of their victory. They are: CNID-FYT of Hon. Mountaga Tall CODEM of Hon. Housseini Amion GUindo MPLUS/Ramata of Hon. Abdoulaye Amadou Sy UDD of Hon. Tieman Hubert Coulibaly UM-RDA of Hon. Bocar Moussa Diarra UPR of Hon. Modibo SOumare PARI of Hon. Lassana Doumbia PSP of Hon. Oumar Hamadoun Dicko...Jawara Dicko. YELEMA of Hon. El Hadj Moussa Mara. Selon nos informations, cette plate-forme naissante reste largement ouverte à d'autres formations politiques qui ont déjà manifesté leur sympathie et surtout leurs "convergences de vue " par rapport aux idées fondatrices du groupe de départ. Le bloc politique ainsi mis en chantier fera l'objet d'une concrétisation officielle, le 22 janvier prochain au Centre international des conférences de Bamako. Ce sera l'occasion pour les principaux leaders ou représentants des partis susvisés, à l'exception du CNID-FYT de Me Mountaga Tall, de signer le document officiel scellant cette alliance politique. La non-signature du document par le parti du soleil levant se justifie par la tenue, en mars prochain du congrès de ce parti. Dans l'entourage du leader du CNID-FYT, c'est le congrès qui prendra la décision souveraine de signer le pacte fondateur du nouveau bloc politique naissant devant conduire à la création du nouveau parti, le PUR. According to our sources, the PUR is open to other opposition political parties who have indeed expressed their sympathy and association with the idea of PUR. PUR will dot the i's and cross the T's on Jan. 22nd., 2011 at the Bamako International Conference Center. That will be the occasion when the principals of the constituent parties, excepting and for good measure Hon. Mountaga Tall of CNID-FYT, will affix their John Hancocks on the landmark merger document. The exception of the party of the Rising Sun at the signature ceremony is due to the party's imminent Congress gathering in march 2011. The Congress will therefore sign the amalgamation agreement for PUR to enable its good registration. Allahu Wakubaru. Compare this with the registration of Nadd as a political party against the wishes of the MOU and its constituent parties. And we're told we want to replace a criminal head of state. L'objectif majeur de cette nouvelle entité est de présenter un candidat à la présidentielle de 2012. Ce qui ne sera certainement pas une équation facile à résoudre. Ceci, dans la mesure où des responsables des formations politiques comme l'UDD, Yelema, la CODEM ne font pas mystère de leur volonté d'avoir un des leurs dans le starting block de la course électorale pour Koulouba 2012. Dès lors, on peut se demander quelles sont les chances réelles d'émergence du futur Parti Uni pour la République ? Les leaders qui vont le constituer pourront-ils mettre entre parenthèses leurs ambitions, leurs égos en s'abstenant de compétir au scrutin présidentiel de 2012 ? Rien n'est moins sûr, surtout que, parmi eux, on compte de jeunes leaders qui voudront véritablement descendre, eux-mêmes, dans l'arène, pour évaluer leur popularité. Quand on sait qu'il y a un profit à être "candidat malheureux à la présidentielle". The main OBJECTIVE of PUR is TO PRESENT A SINGULAR CANDIDATE TO PROSECUTE THE 2012 PRESIDENTIAL ELECTION. Which will not necessarily be an easy feat considering the gravitas of the other 999 political parties of Mali and the PDES of ATT grace. Not the least facile because the leaders of UDD, YELEMA, and CODEM have not nuanced their desires to offer their own presidential candidates for Koulouba-2012. One wonders therefore; what are the veritable chances of success of PUR for the Republic from jump? The leaders who will be forming this amalgam, can they put aside their individual ambitions and egos to contest the 2012 vote on their own? Nothing is more doubtful, particularly that among them are young leaders who wish to test their personal street-cred with the people. Further, there is residual treasure in losing a presidential election in benign circumstances. En outre, lorsque de jeunes acteurs politiques, comme Madani Tall, Kassoum Coulibaly, Amara Diarra et autres commencent à pointer leurs nez pour se jeter dans la bataille, on peut comprendre aisément que Housséini Amion Guindo, Tiéman Hubert Coulibaly, Moussa Mara soient trop tentés de… marquer l'histoire du Mali. Il faut rappeler, par ailleurs, que, pour permettre un fonctionnement normal de la nouvelle entité politique naissante, une contribution forfaitaire de 160 000 F CFA par mois a été fixée à chacun des partis politiques membres de cette plate-forme. Il a été, en outre, décidé que les partis non à jour dans le paiement de cette cotisation perdront leurs droits de participer aux délibérations de la plate-forme. Comme on le voit, c'est donc la signature, le 22 janvier prochain de cette plate-forme, suivie d'un point de presse, qui nous édifiera davantage sur les contours de cette initiative politique salutaire. Besides, when other young leaders such as Madani Tall, Kassoum Coulibaly, Amara Diarra, and others begin to seduce the presidential trails, who would fault Housseini Amion Guindo, Tieman Hubert Coulibaly, and Moussa Mara if they fall prey to temptation??? Recall the histories of such amalgams. Segbedji, you have to know Hon. Mara to understand there could be no such temptation on earth. And I'm sure the same is true for Guindo and Coulibaly. Especially when they're joined by Cisse, Diarra (Astronaut), Keita, and Mariko. We must remmember that for the proper functioning of the PUR, a monthly contribution of 160,000.00 Fcfa each was agreed upon in default of which the delinquent party loses its rights to participate in the deliberations of PUR. We will wait for the ink to dry on the signature to be followed by a press conference to yield further discernments for contour. It is however a commendable idea.
