The buck with any ministry stops with the Minister of that Department... The revelation of corruption at the Agriculture ministry underscores our long contention that the President could not  function effectively by being President, Minister of Agriculture and defense... Is this about "do as I say and not as I do"

Apparently, none other than President Jammeh himself was at that material time doubling as minister of agriculture. And of course the highest position in a ministry is that of the minister. Is Jammeh, too, found to be complacent and negligent"?
