Since the North Mali crisis began, Hon. Moussa Mara, mayor of Commune-4 Bamako, was the first and only Mali official to have visited with the Malian refugees in the neighboring countries of Niger and Burkina Faso. Hon. Mara toured these areas out on his own accord and volition in order to see firsthand what the refugees are experiencing and how they are coping with their abrupt misfortune. The tour gave the Hon. Mayor an opportunity to hold conversations with refugees in the two neighboring countries and listen to their perspectives of the crisis and a prospective resolution.

Most of the refugees in Niger are Mali military officers and their families from Kidal, Gao, and Menaka (mostly Tuareg national army officers) interspersed with Tuareg, Arab, and Peul civilians.
