You may have to help some of us here. I read the poem but could not figure out the tell from the head... May be I need to take a rudimentary course in poetry.... :)

The poet sees the words, something that has been stated, for what that statement or writing stands for, and nothing more. However, the voice as insinuated by the reference to hankering, appears to be critical of that which is stated or written. The poet then affirms that his statement or what is written "was not begging for expression." It is just what it is: meant to humor or even to educate.
