Al I share your sentiments with a slight adjustment.

The presence of the Gates Foundation and Clinton/Bush/Obama Funds is no substitute for an indegenous effort. Besides you already shared your aversion to over-reliance on foreign subsistence and care.

I do agree with your premise that a strong primary health and sanitation is a pre-requisite to any Health Emergency Fund anywhere in the world.

"African public health emergency fund" Seriously! Is this another donor mining and begging scheme? Before you think about emergency fund, how about prioritizing Public Health and divert wasteful public funds towards Health care?

There is already emergency Healthcare fund for Africa through the Gates foundation, Bush/Obama Millenium fund.etc. Only that it doesn't get in the hands of Gov't..

Tell us something new Please! Enough of the scheme...

AU endorses President Jammeh’s Motion For The establishment of African Public Health Emergency Fund
African Heads of States and Governments have endorsed the establishment of the African Public Health Emergency Fund, introduced to the 19th Ordinary Session of the Assembly of the African Union (AU) in Addis Ababa, Ethiopia. 

The President of the Gambia, Yahya Jammeh moved the motion for the heads of states to adopt and endorsed the Fund. 

In an address, President Jammeh reminded the summit that public health emergencies remained a major concern for Africa, as they continued to draw back the continent’s development.

According to a statement issued by the WHO Africa Regional Office in Addis Ababa, Ethiopia, President Jammeh pointed out a number of countries that do not have the requisite human, financial and material resources to deal effectively and efficiently with public health emergencies. 

He said these countries often have to shift their attention beyond their boundaries for external assistance that sometimes arrive when much damage had already been done. 

He said it is in this regard that it is strongly justifiable to create a common fund that will considerably enhance preparedness for dealing with emergencies and their attendant unpleasant consequences.
