Political revolution first, economic revolution will follow immediately after but can effectively be carried out in tandem with the social change that is needed. Without political change - that is being in control of the power to determine and implement the policies of a state/government, almost nothing else will work. It is those in charge of political power that determine the economic and social policies of a country.
