For what it's worth, I talked with a "real Brit" a couple years ago,
and it was just obvious to him that the reason for the Mad Cow Disease
problem was that Margaret Thatcher cut funding for cattle inspectors.

I am reminded of an "Albert The Laboratory Rat" cartoon from
an old New Scientist:

Margaret Thatcher makes the Lab Director "redundant" as a
cost saving measure, and Albert (the lab rodent, i.e.) gets
promoted to be the new Lab Director.  Albert hires the
former Director back as the new lab rat.  The last frame in
the cartoon shows Albert reclining in his Director's chair,
popping positive reinforcement cookies with one front paw,
and pressing a button to deliver electric shocks to the
new lab rat [former Lab Director] with the other paw.  We
see the former-Director-become-new-experimental-subject
writhing in pain thru a [probably one-way mirror...] window.
