In KY, there are several institutions which shall remain unnamed, where 
parking lots were redone with smart meters - as soon as a meter gets to 
a few minutes left, it sends a wireless signal to a low-paid person on a 
golf cart, who drives around campu-  uuuhhh, the grounds, issuing tickets.
