Outcome Research in Telehealth and Chronic Disabilities
Rob Glueckauf and colleagues at the University of Florida Center for Research on Telehealth and Healthcare Communication have published a Special Focus Section on Outcome Research in Telehealth and Chronic Disabilities in the February Issue (Vol 47, Issue 1) of Rehabilitation Psychology. The Special Focus section contains an overview of current developments and key issues in telehealth and chronic illness intervention research, a comprehensive review of outcome evaluations of telehealth for individuals with chronic medical conditions, and the initial findings of two separate large-scale e-health interventions for adults with Type 2 diabetes and rural teenagers with disabilitiies. E-Encounters Free Technical Report
The report has its focus on Web-based communication technologies between
patients and healthcare providers, which is an area with strong
implications for health promotion, consumer education and initiatives by higher

Electronic Monitoring of Asthma
Peak flow monitoring is widely recommended in international asthma guidelines. However, suspicions about the accuracy of conventional pen and paper records were confirmed when studies with electronic spirometers showed poor adherence and falsification of data.  There seems to be a prevailing nihilistic attitude to peak flow monitoring, largely based on the perception that satisfactory adherence cannot be achieved. We aimed to measure long term adherence to electronic peak flow monitoring when participants were aware that data were being stored and used to guide treatment.

HIPAA Regulations Update
Some of you might be interested in knowing of the US Senate's recent passage of a bill that would delay implementation of the HIPAA transaction code set standards. The new compliance date for the standards is 10/16/2003.
The privacy rule compliance date is unaffected by this bill: those whom the
bill calls "health care providers" as well as health plans, etc., still have
to implement the privacy rule by 4/14/2003.

Delivery of Disaster Relief
The Global Telehealth Resource Center (GTRC), devoted to the delivery of
