TELEHEALTH NEWS UPDATE

Administration Proposes Cut in TOP Program
President Bush's proposed budget for fiscal year 2001 includes a substantial
cut in the Technology Opportunities Program, which provides startup funds
(more than $12 million this fiscal year) for projects that use advanced
telecommunications and computer technology including telemedicine.
The president's plan more than halves the number of TOP grants nationwide,
from about 80 this year down to 30

Bush Lets HIPAA Stand
Despite indications that it was rethinking proposed patient privacy
regulations, the Bush Administration unexpectedly announced it would
let the HIPAA privacy regulation go into effect on Saturday, April 14th.
The announcement countered predictions that the government would delay
implementation of the rule. Health and Human Services Secretary
Tommy Thompson said that the Administration would still consider some
modifications to HIPAA over the next year.  However, it appears those
changes will not affect the core elements of the regulation.

Cleveland Clinic Establishes Telemedicine Link With India
The Cleveland Clinic is collaborating with several Indian hospitals to
establish name recognition in India among physicians and patients who
can afford to come to Cleveland for further care. The Clinic increasingly
has become involved in the operations of two hospitals in Calcutta, in
northeastern India, and a third under construction in Jaipur, a city about
125 miles southwest of Delhi in northern India.   An important part of the
new relationship is the use of telemedicine.  Physicians will be able to
participate in telemedicine programs that will enable Indian doctors to
send X-rays, angiograms, computed tomography scans and other diagnostic
reports to Clinic physicians for consultations.  Ultimately, the joint
venture seeks to create an environment at the Indian hospitals that will
attract Western-trained physicians to practice there.

Department of Health and Human Services Expands Payment for
Telehealth Services
Effective October 1, 2001.
Medicare will pay for telehealth services, including consultation, office
visits, individual psychotherapy and pharmacologic management delivered
via telecommunication systems. Previously, the Balanced Budget Act of 1997
limited the scope of Medicare telehealth coverage to consultation services.
Now, for Medicare payment to occur, interactive audio and video
telecommunications must be used, permitting real-time communication between
the distant site physician or practitioner and the Medicare beneficiary.
As a condition of payment, the patient must be present and participating in
the telehealth visit.  With regard to the payment amount, BIPA specifies
that payment for the professional service performed by the distant site
practitioner (i.e., where the expert physician or practitioner is physically
located at time of tele! medicine encounter) will be equal to what would have
been paid without the use of telemedicine. To view this program memorandum,

INS Uses Telemedicine In Screening
The Immigration and Naturalization Service is building a telemedicine
system that lets doctors in Baltimore screen X-rays for signs of tuberculosis
in illegal aliens at INS centers around the country.  The change from film to
digital X-rays has reduced the wait for screening from as long as three days
to a matter of hours.  Eventually, 11 INS centers will use the screening
system in response to the reemergence of tuberculosis. Because about
20 percent of detained aliens eventually are released into the United States,
limiting their exposure to TB while at INS centers is a public health matter

Japan to Establish Telemedicine Networks
Japan's Health, Labor and Welfare Ministry plans to set up telemedicine
networks to provide specialized care to people in remote areas via
information technology with in the hopes of narrowing the health-care
divide between large cities and rural areas.  The government will provide
500 million yen (about $4 million US) a year to form networks consisting
of one large hospital and three clinics working together to supervise
patients.  Each patient will be equipped at home with a computer that can
monitor heart rate, blood pressure and other indicators as well as a phone
capable of transmitting video. They will be linked to doctors via an
ISDN digital phone connection.  Tokyo plans to establish 10 such networks
a year from fiscal 2001, which began this month, so that all 47 districts
have at least one within five years.  The arrangement will allow doctors
to diagnose illness by electronically transmitted data.

Nurses Using Mobile IT to Counter Nursing Burnout
In order to maximize care giving and minimize time spent on record keeping,
every full-time Visiting Nurse at VNA Home Health Systems in Santa Ana,
California is receiving his or her own personal digital assistant (PDA)
specially programmed with in-depth clinical information and easy-to-use
electronic nursing forms.

South Pole Doctor Diagnosed by Telemedicine
Dr. Ronald S. Shemenski was diagnosed with gallstones and associated
pancreatitis by doctors at the Swedish Medical Center in Denver, Colorado
using remote ultrasound.  Shemenski is a physician at the U.S. Amundsen-Scott
South Pole Station in Antarctica.  Englewood-based Raytheon Polar Services
is providing the technical support for the voyage, and hired Shemenski
as a contract doctor.

State Medical Licensure Efforts Heat Up
States continue to wrestle with the issue of providing medical licenses to
out-of-state physicians providing services via telemedicine.  A couple of
current examples:  n New Mexico a new bill was recently signed into law that
requires the state Board of Medical Examiners to issue telemedicine licenses
allowing out-of-state doctors to provide medical opinions or treatment to
in-state patients as a result of patient data transmitted electronically or
telephonically.  The bill also makes it a fourth-degree felony to practice
medicine across state lines without a special telemedicine license.
In Ohio, a new state law will require out-of-state physicians who frequently
treat Ohio patients via computers or teleconferencing technology to obtain
a telemedicine license from the Ohio State Medical Board.  Under the law,
the state board will issue $300 licenses to doctors who meet the stated
criteria.

Swiss Bank Buys One Quarter of Card Guard
The Swiss Bank UBS has paid $116 million for a 23% stake, or 2.4 million
shares, in Card Guard Scientific Survival. UBS, which underwrote Card Guard's
$100 million secondary round on the Swiss exchange in October 2000, will be
distributing the shares among institutional investors.  Israel-based Card
Guard ended 2000 with revenues of $57.6 million and a net profit of
$10 million. During 2000 it acquired LifeWatch and the Instromedix unit
of Alaris Medical Systems, which significantly boosted its revenues.

PDSHEART buys Rythmark
PDSHEART, a provider of medical diagnostic testing and devices, announced
the acquisition of Rythmark, a cardiac event monitoring company based in
Delaware.  Last month, PDSHEART acquired the telemedicine division of
HeartAlert, expanding its event and holter monitor product lines.

MediSolution Buys Mark Technical
MediSolution Ltd., a Canadian healthcare information technology company,
has completed the acquisition of substantially all of the assets of
Mark Technical, Inc. (formerly MarkCare Medical Systems, Inc.), a software
application provider for medical diagnostic and picture archiving and
communications systems (PACS).

New Report Highlights Distance Learning Market
Frost & Sullivan's "U.S. Distance Learning Systems and Services Market"
reveals industry generated revenues of nearly $1.08 billion in 2000, and
is projected to top $3.64 billion by 2007.  This ongoing research is part
of the Video Conferencing Market Analysis Service, which also includes
market analyses on Videoconferencing Infrastructure and Telemedicine.
