Air Force Surgeon General Expands the Use of Telemedicine
In recent testimony before Congress, Lieutenant General Paul K. Carlton,
Air Force Surgeon General, laid out extensive plans for the Air Force to
begin implementing telemedicine throughout the service. For example,
the service has committed to a four-year program to convert facilities
throughout the Air Force from standard film-based radiography to computed
radiography expanded use of teleradiology. This has been done to combat an
expected 50 percent loss of radiologists in the Air Force over the next
three years.

Ambulance Links to Emergency Rooms Speeds Care
The first on-the-move telemedicine program is now used to evaluate
stroke patients in a moving ambulance on the way to the hospital.
The University of Maryland Medical Center and the University of Maryland
School of Medicine in Baltimore are the first in the nation to use
sophisticated video and computer technology to assess a stroke patient
in real time during an ambulance ride. The system was developed in
partnership with TRW Inc. through a combination of joint funding and
grants provided by NLM since 1996.

Broadband Net Access Nearly 8 Million Strong
The broadband industry showed strong growth during the fourth quarter of
2000, with nearly 8 million households subscribing to a high-speed
Internet service in North America, according to a new study.

California Grants Awarded
The California Telehealth & Telemedicine Center has awarded $637,908 to
10 California Indian Health Programs to purchase and support state-of-the-art
telemedicine equipment used to screen patients for diabetic retinopathy.
Funded by a $1.2 million, two-year grant from The California Endowment,
the California Telehealth & Telemedicine Center will be able to offer a
second funding cycle for other interested Indian health programs. The
request for proposals for the second cycle will be released in June 2001.
CTTC's mission is to improve and expand telehealth and telemedicine
programs in California's medically underserved communities.

Cardiologist Uses Palm-based Program
A cardiologist at the Rush-Presbyterian-St Luke Medical Center in Chicago
displayed a heart disease risk factor program that enables the physicians
to find a patients real heart age as compared to chronological age. This
palm based device combines heart disease prevention with personal digital
technology.

HIPAA - Department  of Health and Human Services (DHHS)
Secretary Tommy Thompson reported that President Bush has reaffirmed that
the controversial HIPAA rule will become effective on Saturday, April 14th.
Compliance for most covered entities is set for April 2003.

New Grant Opportunity
The Agency for Healthcare Research and Quality (AHRQ) is seeking
applications from non-profit organizations, universities, clinics, and
federal, state and local government agencies for demonstration research
projects that use clinical informatics to promote patient safety ("CLIPS").
AHRQ expects to award up to $3.5 million under the Request for Application (RFA).

Preliminary Quality Standards Released
Independent health-care standards group, URAC, has released preliminary
quality standards for health-related Web sites on topics ranging from
privacy and security to content.  The proposed standards will form the
foundation of a third-party accreditation program for health Web sites
administered by URAC.

The certified elimination of smallpox from the face of the earth in 1986
was the greatest public health success story in the world. The second --
but less well known -- success story was the use of IT and telecommunications

Virtual Reality to Train Physicians for Demanding Invasive Procedures.
In a virtual reality simulation  which can combine a talking, lifelike
mannequin, computer-synchronized visuals and readouts, and the
computer-generated hand-feel of an actual operation the young doctor
still in residency training could learn how to perform the procedure
without jeopardizing a patient. Simulators could curb patient deaths,
but can med schools afford them?

Home Health PPS Policy Frequently Asked Questions -

Q. Is this Program memorandum intended to discourage the use of
telehealth technologies by home health agencies outside the scope of
the Medicare home health benefit?

A. No. The program memorandum is intended neither to encourage or
discourage the use of telehealth technology but was intended to make
clear that the law allows a home health agency to adopt telehealth
technologies that it believes promote efficiencies or improve
quality of care.

Q. Does a telehomecare encounter qualify as a visit for purposes of
coverage and payment under the Medicare home health benefit?
If not, how could they be provided?

A. Telehomecare encounters do not meet the definition of visit set
forth in regulation 42 CFR 409.48(c), and the law is clear on the
issue that telehealth services may not be counted as visits or used
as qualifying services for home health eligibility. It is also clear
that a home health agency may not, on its own, substitute telehealth
services for Medicare-covered services ordered by a physician.

However, if a HHA has telehealth services available to its clients,
a doctor may take their availability into account when he or she prepares
a plan of treatment (i.e., may write requirements for telehealth services
into the POT).

Medicare eligibility and payment would be determined based on the
patient's characteristics and the need for and receipt of the covered
services ordered by the physician.

Q. Should telehealth services be included in the physician's home health
plan of care?

A. If a physician intends that telehealth services be furnished while a
patient is under a home health plan of care, the services should be
recorded in the plan of care along with the covered home health services
to be furnished.

MARKET WATCH

Diagnostic Health Systems, Inc. Acquired
Comprehensive Medical Diagnostic Group Inc., a Florida company, recently
purchased Diagnostic Health Systems, Inc. of Lakewood, New Jersey, a
provider of mobile and stationary diagnostic measuring and telemedicine
services.  Comprehensive had earlier announced that it was concentrating
on ground based telemedicine companies, which make use of long distance
telecommunications diagnostic capabilities.

Canadian Public Telehealth Call-Centers Take Off
A unique publicly funded dial-a-nurse program has started in Ontario, Canada.
The program provides free health advice to callers in the province.
In the first eight days of operation, the system logged in about
4,000 calls. Nurses help patients decide whether they need to self-treat
at home, go to their doctor, visit another community-based service or head
to the emergency room.

CMHC Systems, Inc. (CMHC), Netsmart Technologies, (Nasdaq: NTST - news),
through its wholly-owned subsidiary, Creative Socio-Medics, Inc. (CSM),
and Intellipsych, LLC announce the formation of a joint venture company
called LifeOptions Network, LLC aimed at providing a suite of Internet
Services to Behavioral Health Providers. The initial offering from

Radiology Software Free Download
Radiology Cases In Pediatric Emergency Medicine (RCPEM) is an
educational software program available for free online viewing and
free download from the Internet.  RCPEM was awarded the Professional
Medical Education Award by the American Academy of Pediatrics in 196.
Volume 6 adds 20 new cases and a new interface which includes an index
feature so that users can specifically locate specific types of
radiographs. Volume 6 requires the previous installation of volumes
1 through 5 (which can also be downloaded at no charge).
This is truly freeware. There are no licensing fees.  Users are
encouraged to distribute this software to others at no charge.

A EDITORIAL ON MOVERS AND SHAKERS,
                   OR I AM TIRED OF WINTER HERE IN OHIO?

I just got off the phone with a friend in the NW and we were
talking about the state of telemedicine or lack there of here in the
US and since People Magazine has it's best list, here is mine.
This does not reflect the view of the
Telehealth List serve or News Letter.
It's my way of waiting for spring here in Ohio.

My James T Kirk award for the person who goes boldly where no one
has gone before, goes to Dr Ace Allen, he continues to be way ahead of
the curve and is really stretching the envelope!

That other school in North Carolina, David Balch and his staff at
Eastern Carolina University are doing new and interesting things that
other programs can only think about. Rumor has it Dave, a Kentucky
native said Duke who?

Is that really Rhett, Scarlet? Dr J B Hutchinson at the GHA in Atlanta,
is a true southern gentleman, and doing some neat and innovative
Telehealth programs on line.

Is that light at the end of the tunnel, P G & E?.  Nope its the
Telemedicine and Informatics Program at U of C Davis.
With earthquakes and brown outs abound they are doing some great
things in that Golden State.

Is that a dimpled chad or a hanging chad?, while the world watched
as Florida counted, Robert Glueckauf, is doing some good things in
that Sun Shine state.

Col. Rose Mary Nelson and her staff are really pushing it out of
the envelope at Tripler Army Medical Center in Hawaii and working
on their tans.

And you though that Nurses only passed medications?
Nurse's Nancy Sharp and Dr. Loretta Schlachta-Fairchild, recently
set up their own Telehealth Company, if Ed Mc Mahon shows up on
the my door step with the prize patrol,

I sending them a check!

Danny Frieling CEO and President of Compukid could pass as a
cab driver in Israel, smart, funny and a great programmer,
he is taking the EMR to the next level!

If only California could bundle her energy there wouldn't be
a energy shortage in California, Dr Marlene Maheu, is AAA+
personality and keeps me thinking out side the box!

Dr Susan Sparks at the NLM, who thinks out side the box
and if it wasn't for her, I  wouldn't be spreading the gospel.
