L’Autorité des communications kényane a bloqué la diffusion de quatre chaînes de télévision privées - Citizen TV, Inooro TV, NTV, et KTN News - et d’une dizaine de radios qui assuraient la transmission de la prestation de serment du chef de l’opposition. Raila Odinga qui ne reconnait pas les résultats de la dernière élection présidentielle a symboliquement été investi “président du peuple” par ses partisans le 30 janvier.

Selon le directeur de Citizen et Inooro TV, aucun motif officiel ne lui a été notifié avant la suspension des fréquences de ses chaînes. Cependant, quatre jours auparavant, le président Uhuru Kenyatta avait réuni les directeurs des médias pour les menacer de fermer et retirer leur licences d’exploitation s’ils venaient à diffuser en direct cette cérémonie.

“Le gouvernement doit permettre au plus vite à ces chaînes de rediffuser leurs programmes dans des conditions habituelles, déclare Reporters sans frontières. Les citoyens kenyans ont le droit de savoir ce qu’il se passe dans leur pays. Ce droit à l’information est d’ailleurs prévu par la Constitution du pays. Suspendre la diffusion de chaînes de télévision et de radio au prétexte qu’elles couvrent un événement interdit est contraire au droit national et international. Les journalistes ne sont que des messagers et en aucun cas ils ne peuvent être associés à une des parties en conflit”, rappelle encore l’organisation de défense de la liberté d’information.

La Corporation des Directeurs de médias du Kenya (The Kenya Editors’ Guild) s’est dit très inquiète de la tendance du gouvernement à “museler ou à menacer les médias lors de leur couverture d'événements politiques dans le pays”. NTV a aussi rappelé, dans un éditorial du 31 janvier, que les médias ne prenaient pas partie dans la bataille politique qui oppose le parti Jubilee du président Uhuru Kenyatta à la NASA (National Super Alliance), une coalition des partis d’opposition. Les médias et les associations de journalistes ont, quant à eux, demandé au gouvernement de respecter les articles 34 et 35 de la constitution kényane qui consacrent la liberté d’informer.

Le Kenya occupe la 95ème place sur 180 dans le Classement mondial 2017 de la liberté de la presse de RSF.

Kenya’s Communication Authority began to block broadcasting by the four TV channels – Citizen TV, Inooro TV, NTV and KTN News – and the ten or so radio stations when they provided live coverage of Odinga’s symbolic swearing-in as “people’s president” in a Nairobi park on 30 January. Odinga refuses to recognize the results of Kenya’s recent presidential election.

The CEO of the company that owns Citizen TV and Inooro TV said they were given no official reason prior to the suspension. But four days before the Odinga’s mock inauguration, President Uhuru Kenyatta summoned media representatives to a meeting and threatened to withdraw their licences if they provided live coverage of the event.

“The government must allow these broadcasters to resume operating as normal without delay,” RSF said. “Kenyan citizens have the right to know what is happening in their country. The right to information is moreover enshrined in Kenya’s constitution. Suspending broadcasting by TV channels and radio stations on the grounds that they were covering a banned event is contrary to national and international law. Journalists are just messengers and should never be identified with one of the parties to a conflict".

The Kenya Editors’ Guild said it was “gravely alarmed over a developing trend by the government to gag or threaten the media over coverage of the current political events in the country.”

An editorial yesterday in the Daily Nation, a newspaper owned by the same company as NTV, stressed that the media were not taking sides in the political battle between President Kenyatta’s Jubilee party and the Odinga’s opposition coalition, the National Super Alliance (NASA).

The Kenyan media and journalists’ associations have called on the government to respect articles 34 and 35 of constitution, which guarantee media freedom and the public’s right to information.
