I put it into specific steps!
I figured other people would want to know how to do this, too.
How to save a web page from Chrome to read offline in the future
step 1. On your computer, open Chrome.
step 2. Go to a web page you want to save.
step 3. press the alt key to open the google Chrome menu.
step 4. then down arrow to  Save and share submenu.
step 5. press right arrow to open it.
step 6. then up arrow to Save page as.
step 6. press enter.
It will say the title of the web page.
step 7. You can choose a place to save the web page to, but by default,
Google Chrome saves the web page to the downloads folder, and that's fine
with me.
step 8. Tab down to Save.
step 9. press enter.
Now, your web page is saved for reading offline!
I tried it, and it worked perfectly!
