     The Organisation 
     ICARDA is a non-profit international agricultural research center 
in a worldwide consortium
     of 16 centers, supported by the Consultative Group on International 
Agricultural Research
     (CGIAR). 
     The CGIAR is co-sponsored by the World Bank, the Food and 
Agriculture Organisation of
     the United Nations, the United Nations Development Program and the 
United Nations
     Environment Program. 
     With a staff of over 400 scientists and support personnel, 
representing more than 40
     nationalities, ICARDA addresses two key areas of agricultural 
research: germplasm
     improvement (cereals and legumes) and natural resource management. 

     The Position 
     The Finance Officer, who reports to the Director of Finance, has 
primary responsibility for: 

          Donor Reporting and Budget Management including financial 
administration of
          grants, including compliance with donor reporting requirements 

          maintenance of donor database 
          follow-up on all outstanding grant balances for core and 
special projects 
          preparation of monthly management reports and quarterly 
financial report to audit
          committee of the Board of Trustees


     Qualifications Required: 

          Bachelor's degree in Accounting, Management or Business (or 
related subject) 
          CPA or CA qualification 
          at least 10 years' experience of which 5 should have been in a 
supervisory capacity 
          experience in a multi-cultural environment 
          computer literacy, particularly databases and financial 
packages 
          ability to work with staff of broadly differing disciplines 
and backgrounds 
          excellent English skills

     Qualifications Preferred: knowledge of CGIAR budget and financial 
guidelines, familiarity
     with Microsoft, Dbase or Oracle. 

     Terms of Appointment 
     The appointment will be for an initial period of one year, 
renewable thereafter on an annual
     basis. The salary is paid in US dollars.

A short-term expatriate is needed in the newly independent States (NIS) 
to act as an advisor on higher education accounting curriculum reform. 
Principal duties will include working with university faculty and 
administrators to: 
* Review and revise the overall structure of the undergraduate 
curriculum for accounting majors to meet the needs of a market economy; 
* Review existing course contents and revise, or replace, as
