[The minority leader also postulated that the Gambia Ports Authority (GPA) is another crucial institution when it comes to the movement of people and goods and services. 
According to him, some days ago ferry services were a problem at the main locations between Banjul-Barra and Banbatenda-Yerllitenda. He said that GPA needs to look into these issues because when it comes to transportation, these are the main areas which are used by people. He also revealed that it is very prudent for GPA to ensure that their ferries in the country are properly maintained and monitored for sustainability and to ease the movement of goods and services across the country.]

 I thought you shared with us an article about ferry services some 2 or so months ago? In that article, I remmember the monkey telling us Yahya was bringing a ferry??????????? What happened with the ferry?? If Yahya is run out of office tomorrow, how is he gonna cross in an emergency. You know where he'll be headd right? Cassamance.

[Hon. Sanneh then appealed to the National Road Authority (NRA) and other related authorities concerned to take steps to curb the constraints.According to Sanneh, the Mandinaba-Jarra Soma road project is really a cause for concern. He noted that the president said the delay encountered on the project was as a result of a misunderstanding between a consultant and a contractor and that was why the project could not be implemented at its right time. 
He asserted that this important project should not go for years without being completed, adding that The Gambia government should make sure that they attach enormous importance to the realization of this project. “It is high time the government ensured that anybody who is going to be the contractor or the consultant to work closely with the NRA for fast track and better realization of the project’s ultimate goal,” Sanneh said.]

Q1. Was the consultant hired by Yahya or the Director of National Road Authority (NRA)?

If the consultant was hired by Yahya or the President's office, STOP. DO not go any further. If he/she was hired by the Director of NRA, please continue;

Q2. In what capacity was the consultant hired? Pre-project scope and specs (PPSS) or Pre-project scope & Specs AND project superintendent (PPSS&PS)?

If PPSS only, and the contractor bid on the project based on the consultant's Scope and specs, Here is what all sane people around the world do: The contractor must be dispossessed of the project and the contractor's insurance re-imburse the NRA for non-performance and non-completion (I hope one of the requirements of contractors in Gambia is that they acquire suitable and ample insurance????) And the project be given to another contractor with an incentive to accelerate completion of the project.

 

 If PPSS&PS, and the contractor received the project based on that understanding, The contractor cannot argue with the Consultant, the contractor must complete the project according to the scope and specs, AND the contractor must reimburse the NRA for the delay.

The President should not be required to make excuses for consultants and contractors. The DIrector of the NRA must not be required to make excuses or explanations for consultants and contractors. They are both under contract. Just look at the terms of the fuckin' contract you idiots. If you do not begin professionalism and due-diligence sometime in your life, your children and grandchildren will be stupid and irresponsible.
