Hello, Ousman, I'd wondered about that myself.  The Medicaid program has something called
"emergency medicaid" whereby a non-US citizen can receive treatement for an emergency, although
only treatement for the injury, or birth of a child, in this case, is received, no postpartum
coverage or anything like tthat is received.


     For example, if a woman, who is not a US citzen, goes into the hosptial for the birth of her
child, she can be approved for emergency Medicaid where the birth of the child is covered, but
nothing else.  Thus, she, nor her husband, would be responsible for the bill.


     As you said, though, we can't say for sure if this is what's going on here, but this is
something to keep in mind.  Someone ispaying the bill, whether it's the Gambian taxpayer, or the
American ones.  


     Also, all a woamn needs to do this, is have a verifiable address n the US, and this could be
accomplished by staying with relatives.  


Now, I know here in Tennessee, starting in July, people receiving TennCare / Medicaid will have to
provide proof of citizenship, i.e., through birth certivicates or passports, but I'm not sure if
this would apply to the emergency Medicaid or not.
