I agree with you Haruna that they should not negotiate with him at this point.  He needs to surrender unconditionally as he has lost the fight that he asked for.  He needs to be arrested and dealt with accordingly within the bounds of the law.  He must be held accountable for the murders of civilians in CI/IC.
