The idea is to engender re-orientation as the nation's priorities develop
and to infuse dynamism in governance in order that the government may
become ever more responsive to new challenges and mutations. President ATT has
therefore acceded to his PM's suggestion by affording government decree to
enable its completion. (OK, I think some people need a re-education on
Decrees. A decree is a legal instrument enabling a directive. It has been
bastardized by military regimes and Juntas to enable extra-judiciary and
extra-constitutional grafignette. But a legitimate decree is akin to a legislative
bill. Maybe Mali ought to abandon the use of the word "Decree" for this
parallax simplex burden).
Anyway, the ministry of Energy, Mines, and Water has been split into the
Ministry for Energy and Water Resources (Mamadou Igor Diarra - Minister) and
the Ministry of Mines (Abou-Bakar Traoré). This reflects the augmented
value of the mining industry in Mali and the country's attendant current and
future investments in the sector. Therefore it is prudent in my opinion to
set up a separate portfolio for the mines. Another logic is that Mali will
diversify its Energy resources to include alternative sources such as solar,
wind, and water. There is not much coal mining done in Mali which obviated
a link between Energy and mines, ergo the separation. It is true that
mining uses enormous amounts of energy but it is unwise to prioritize mining as
the focal energy sink of a nation. Besides, mining will have to pay for the
energy it consumes just like all other sectors. I think this separation
will better reflect the true costs and benefits of mining ventures.
Mali's education sector has encountered enormous strain and paralysis over
the years, the ministers' enormous efforts notwithstanding. Ministers
Prof. Amadou Toure (Higher Education and Research) and Hon. Aminata Sidibe'
Diallo (Basic Education, Literacy, and National Languages) have been replaced
by University of Bamako Rector Hon. Siby Ginette Bellegarde and Hon.
Salikou Sanogo respectively. Perhaps this change will breathe new life into
Mali's education system and afford new insights into solving the same problems.
Sometimes in Africa, the psychology of personnel changes does wonders
because intractable problems inure from personal vitriole and old animus. The
new ministers will undoubtedly come in with their own enemies but different
ones and the satisfaction derived from change by old factions may not
withstand re-orientation and therefore may wither away in befuddled compass. The
outgoing ministers have shown themselves to be hardworking and diligent,
reason enough to attract animus. A change of general attitudes will be needed
if the new ministers are to be effective.
The ministry of Industry, Economy, and Investments has also been split
following the same logic as Energy, Mines, and Water. Minister for Industry,
Commerce, and Investment remains : Ahmadou Abdoulaye Diallo and Hon.
Sanoussi Touré has been appointed Minister for the Economy and Finance with Hon.
Lassine Bouare' attached to be responsible for government's budget.
A new Secretary of State for the Prime Minister's office Hon. Abou Sow.
The Ministry of Agriculture, Environment, and Natural Resources has been
split into the Ministry of Agriculture - Hon. Agatam Ag Alhassane and the
Ministry of Environment and Natural Resources - Hon. Tiemoko Sangare'. This
represents a reshuffling and appropriate. It demonstrates a demarcation of
Assets and liabilities and gives particular focus to food self-sufficiency
and the better harnessing of the Environment and Natural Resources. Perhaps
this will transform the oft-parasitic relation between the two into the
symbiotic relation that it is. Naturally. I am very pleased and I know this is
not the end of value-dynamism in government. Haruna. Allez-Y!!

Le gouvernement enregistre ainsi deux départs, cinq arrivées et une
permutation. Amadou Touré et Mme Sidibé Aminata Diallo quittent le département
des Enseignements secondaire, Supérieur et de la Recherche Scientifique et
celui de l’Education de base, de l'Alphabétisation et des Langues Nationales
pour y être remplacés respectivement par Mme Siby Ginette Bellegarde qui
était recteur de l’Université de Bamako et Salikou Sanogo qui avait dirigé le
Forum de l’Education. On remarque lˆ que la dénomination des départements
en charge de l’éducation change.
Cinq personnalités font leur entrée dans l’équipe du Premier ministre
Modibo Sidibé. Il s’agit dans l’ordre de nomination de Sanoussi Touré
(Economie et Finances), Mme Siby Ginette Bellegarde (Enseignement Supérieur et
Recherche Scientifique), Salikou Sanogo (ƒducation, Alphabétisation et Langues
Nationales), Lassine Bouaré (Budget) et Abou Sow (Développement intégré de
la zone Office du Niger). Ces deux dernières personnalités prennent en
charge des créations nouvelles : un ministère délégué auprès du ministre de l'ƒ
conomie et des Finances pour Lassine Bouaré et un secrétariat d’Etat auprès
du Premier ministre pour Abou Sow. Autre création : un département
spécifique des Mines confié ˆ l’ancien titulaire des Finances, Abou-Bakar Traoré.
On note enfin une permutation entre les titulaires des portefeuilles de l’
Agriculture et de l’Environnement et de l’Assainissement de l’ancienne
équipe. Désormais, c’est Tiémoko Sangaré qui prend en charge l’Environnement
et l’Assainissement et Agatam Ag Alhassane qui s’occupera de l’Agriculture.
