45%.Mugabe was performing extremely well on the social front during the
first five years of his administration.Things held steady or slid thereafter
The economics of land reform in Zimbabwe is very complex because of the
inequitable pattern of ownership inherited with one percent of farmers
(mostly white)owning 50 percent of all utilised agricultural land. In 1982,
a goa
l of resettling 162,000 households of 9 million hectares. By 1996,
71,000 households had been resettled on 3 million hectars.  Despite new
legislation in 1990 and 1992, very little was achieved by way of land
transfer.  I agree with Basil on that score. One important contributing
factor to this lack of success is, I beleive,the noble gentry sitting in
the House of Lords and members of the Commons who are not only holding on
to their titles but to their title deeds to Zimbawean land. Mugabe
underestimated the political power exercised by these absentee landlords.
