Very diplomatic approach by the IMF, I notice that they avoid using the key words corruption and embezzlement. The fact of the matter is that these are the main problems that get the country to the present predicament.

reforms were now underway in The Gambia, which could improve control
with financial policies, the IMF noted."

IMHO,the simple answer to the above: Change of government, new beginning.
