Tiebilé Dramé nommé par le Secrétaire Général de l’ONU : Médiateur à Madagascar 

Notre pays, le Mali vient d’être sollicité à travers son ancien ministre des Affaires étrangères, Tiebilé Dramé, pour aider à dénouer la crise politique à Madagascar. C’est une dépêche de l’AFP (NEW YORK -Nations unies 26 février 2009 ) qui a rendu publique cette information, puis la Radio France Internationale, vendredi après midi et samedi matin.

Our country, Mali, has just been solicited in the person of former foreign minister Tiebile' Drame', to assist in ameliorating the political crisis in Madagascar. This announcement was made public by  Agence France Presse and Radio France Inter, on friday afternoon and saturday morning.


Ces informations précisent que « le secrétaire général de l’ONU, Ban Ki-moon, a nommé un médiateur pour aider à dénouer la crise politique à Madagascar». Une porte parole de l‘ONU avait annoncé jeudi, que le médiateur se rendra prochainement dans la Grande île.

The announcement read in part: "UN secretary General Ban Ki Moon has named a mediator to assist in resolving Madagascar's political crisis". A UN spokesperson had announced thursday that the mediator will arrive in the Great Island momentarily.
La porte-parole, Marie Okabe a précisé que la mission du médiateur serait distincte de celle du sous-secrétaire général de l’ONU chargé des affaires politiques, Haïlé Menkerios, qui était de retour à Madagascar jeudi après un premier passage début février.
The spokesperson, Marie Okabe informs that the task of the mediator will be distinct from that of the under-secretary of the UN for political affairs, Haile' Menkerios, who returned to Madagascar thursday after a first call there in February.
M. Ban effectue actuellement une tournée africaine qui doit le mener dans cinq pays mais il n’est pas prévu qu’il aille à Madagascar. Ce pays connaît depuis la mi-décembre une crise politique ouverte entre le président Marc Ravalomanana et le maire d’Antananarivo Andry Rajoelina, qui a depuis été destitué. La crise s’est aggravée en janvier et une centaine de personnes sont mortes dans des violences liées à ce conflit.
Ban Ki Moon is currently on an African tour which takes him to 5 countries but he is not expected in Madagascar. The Island nation has been mired in this detente between the destituted mayor of Tananarive Andry Rajoelina and President Marc Ravalomanana since mid-december. The crisis had been amplified in scope in January and some hundred people have been killed in the ensuing violence.
Les partisans de M. Rajoelina ont repris leurs rassemblements jeudi, signe du retour au blocage après l’annonce de la rupture des pourparlers entre les deux camps, rapporte l‘AFP.
M. Ravalomanana a rencontré jeudi M. Menkerios. “Il faut aider les deux parties à normaliser la situation” et rechercher une “solution à long terme”, a déclaré ce dernier à l’issue de la rencontre.
Tiebilé Dramé, qui est un homme politique malien et un fin diplomate, n’est pas à sa première mission diplomatique au compte des Nations Unies. Il a également occupé de hautes responsabilités dans l’association internationale de défense des droits humains qu‘est Amnesty Internationale. Au compte de l’ONU, il a servi en Haïtie et au Burundi, après avoir été ministre des Affaires étrangères du Mali. Nous y reviendrons.
According to AFP, the partisans have hunkered down in their positions ante after it was learned that negotiations between the two major domos had hit a snag. President Ravalomanana had met with Mr. Menkerios of the UN on thursday. "We must help the two parties normalise the situation", and to search for a "long term solution", declared Menkerios. Mr. Tiebile' Drame' is a seasoned Malian and diplomat, having held high office in the International Association for the defense of Human Rights (AMnesty International). In the UN, he has served in Haiti and Burundi, after having been minister of Foreign Affairs of Mali.
