Guinée: le camp de Condé "confiant", celui de Diallo demande des annulations
La-Guinea: The Conde camp "Confident", The Dalein Diallo camp demands annulment of votes.

Le camp d'Alpha Condé se montrait "confiant", mercredi à Conakry, après la publication de premiers résultats partiels du second tour de la présidentielle de dimanche en Guinée, tandis que le parti de son concurrent Cellou Dalein Diallo entendait "mener bataille" pour faire annuler des résultats.
The Rainbow Alliance camp of Alpha Conde' seems confident, wednesday in Conakry, after the publication of partial results of sunday Nov. 7's election in La-Guinea, whereas the UFDG Alliance of Cellou Dalein Diallo battled to nullify some of the results.

Au cours d'une conférence de presse, le porte-parole du candidat Alpha Condé, François Lonsény Fall, a assuré qu'il était "trop tôt pour jubiler ou pour pleurer" mais s'est dit "confiant" et "serein" et a tenu un discours de vainqueur.
During a press conference, the spokesman of the Rainbow alliance, Hon. Francois Lounceny Fall has stated that "it is too early to jubilate or to cry", but that he was confident and sober. Hon. Fall seemed jubilant.

"Une fois qu'on en aura fini avec cette élection, il faudra s'attaquer aux vrais problèmes de la Guinée, la lutte contre la pauvreté, le développement, la réconciliation nationale", a dit M. Fall, rappelant la promesse de M. Condé d'atteindre "l'autosuffisance alimentaire en trois ans". Il a aussi rappelé que M. Condé s'était engagé à former "un gouvernement d'union nationale".
"When this election is over, we must confront the real problems of La-Guinea; The fight against acute poverty, National infrastructural development, National reconciliation and unity", said Hon. Fall, recalling the promise of Hon. Conde' to yield "Food self-sufficiency in 3 years". He also recalls that Hon. Conde' is committed to form a "government of National unity" should he be the choice of La-Guinea voters.

De son côté, le vice-président du parti du candidat Cellou Dalein Diallo, Bah Oury, a affirmé à l'AFP, par téléphone: "Nous menons la bataille pour que tous les bureaux de vote où il y a eu des bourrages d'urnes soient éliminés".
As far as Hon. Oury Bah (VP of the UFDG Alliance) is concerned, he has shared with AFP by telephone that "The votes of all precincts where there were electoral malfeasances during the first round of voting be rejected".

"Dans les préfectures de Siguiri et Kouroussa (Haute-Guinée), les exactions (commises en octobre, ndlr) avaient fait que beaucoup de nos électeurs, sympathisants, partisans avaient fui la zone. Nous n'avons pu avoir de représentants que dans 25% des bureaux à Siguiri même". "Nous demandons l'annulation des résultats d'une majorité de bureaux de ces deux préfectures" de Siguiri et Kouroussa, a-t-il ajouté.
"In the Siguiri and Kouroussa prefectures, our sympathisers had to flee for their own safety at the height of ethnic tensions. We were not comfortable in sending our return officers (poll watchers) to all the precincts.  In Siguiri, We had poll watchers in only 25% of the precincts. We demand that the results of the majority of the precincts in these two prefectures be nullified" Hon. Bah added.

Ces demandes sont présentées comme des "manoeuvres" par le camp de M. Condé, qui fait valoir que ces préfectures sont deux de ses "fiefs" électoraux.
M. Fall a insisté sur le fait qu'un protocole d'accord avait été signé par les deux alliances, à la veille même du second tour, dans lequel l'UFDG s'engageait à "assurer la présence de ses délégués et assesseurs" dans les bureaux de vote de ces préfectures.
These demands have been characterized by the Rainbow Alliance as mere "Manoeuvers", adding that the two prefectures of Siguiri and Kouroussa happen to be part of the Rainbow Alliance's strongest bases. Hon. Fall reminded us that a protocol accord had been signed by both alliances even on the eve of the second round of voting in which it was shared that "the UFDG Alliance will make every effort to ensure the presence of her delegates and poll assessors" in the precincts of these two prefectures.

Les scores des deux candidats promettent d'être "serrés", selon diverses sources au sein des missions internationales d'observation.
La Commission électorale nationale indépendante (Céni) avait dévoilé mardi soir de premiers résultats partiels portant sur les votes de 10% des inscrits.
Alpha Condé était en tête dans les cinq circonscriptions (sur 38) du pays dont les résultats ont été données. En revanche, les électeurs de l'étranger accordaient très majoritairement leurs suffrages à M. Diallo.
The results of the two candidates promises to be very close according to various sources of the International observer missions. The Independent Electoral Commission (CENI) had revealed on tuesday, some partial results of some 10% of registered voters. Hon. COnde was ahead in 5 of 38 administrative areas of the country whose results were announced. In contrast, the larger majority of diaspora voters have voted for Hon. Dalein Diallo.

Cette présidentielle est la première élection libre de l'histoire du pays, après 52 ans de régimes dictatoriaux ou autoritaires.
Au premier tour de scrutin, le 27 juin, M. Diallo, 58 ans, était arrivé largement en tête, avec 43% des voix, devant M. Condé, 72 ans, avec 18%. Mais le scrutin restait ouvert, du fait des alliances nouées entre les deux tours.
La campagne a été troublée par des violences politico-ethniques en octobre.

This presidential election is the first free election in the history of the country, after 52 years of dictatorships and authoritarian governments. During the first round of voting, June 27th 2010, Hon. Diallo led with a large margin taking 43% of the votes. Hon. Conde' came in a distant second with 18% of the votes. However the election remained inconclusive particularly given the character of the alliances concluded by both camps. The campaigning had been marred by politico-ethnic violence and skirmishes in october. French Press Agency.
