I think a good starting point i sto have Tombong give ua a synopsi of what
GRTS' mission (statement) is. What are their values? What is it that they
want to achieve for their stakeholders, meaning the general public,
government and the GRTS management?

If Tombong answers, the above questions, then we can determine where to go
from there.
